PARIS — Authorities in the French capital have rolled out stringent safety regulations for operators of personal electric transport. Under the newly enforced mandates, individuals navigating city streets on electric scooters, unicycles, and hoverboards must wear approved protective helmets and high-visibility reflective gear.
The updated directive aims to curb a sharp escalation in urban traffic incidents. Law enforcement agencies across Paris and its inner suburbs began active enforcement to protect vulnerable commuters on public thoroughfares.
Escalating Accident Rates Drive Regulatory Action
The regulatory shift follows alarming data compiled by national road safety watchdogs.
Statistics reveal that traffic fatalities involving electric scooters nationwide climbed to 79 victims, a steep rise from the 45 fatalities documented the preceding year.
The urban core experienced a parallel surge in casualties. In Paris alone, roughly 1,100 people sustained injuries in scooter-related accidents over the same tracking period. This figure represents a 33% year-over-year increase, prompting municipal leaders and police officials to intervene.
Strict Penalties Imposed for Non-Compliance
To ensure adherence, officials have established a strict schedule of financial penalties for rule-breakers:
Helmet Violations: Operating a covered personal transporter without a certified protective helmet incurs a fine of 135 euros.
Reflective Gear Violations: Failing to wear a reflective vest or an approved high-visibility element carries a fine of 35 euros.
These enforcement measures apply universally on public roads at all times. They target all categories of motorized personal mobility devices, commonly referred to in French legislation as EDPMs, which include hoverboards and unicycles alongside standard electric scooters.
Clear Exemptions and Existing Urban Restrictions
Despite the broad scope of the new ordinance, standard electric bicycles remain exempt from the helmet and vest requirements. French legislation draws a sharp legal line between pedal-assist bicycles capped at 25 kilometers per hour and motorized personal mobility devices.
Paris has steadily tightened oversight of micromobility over recent years. Following a public referendum in 2023, the city implemented a total ban on shared rental scooter fleets.
However, private ownership and usage remain permitted under strict operational boundaries:
- Operators must be at least 14 years of age.
- Transporting passengers is strictly prohibited.
- Maximum speeds are legally capped at 25 kilometers per hour.
France Maintains Leadership in Private Micromobility
Even with the removal of commercial rental services from Parisian streets, private adoption across France continues to expand. Official metrics indicate that approximately 2.5 million electric scooters were registered nationwide.
Subsequent months have added hundreds of thousands of new units to public and private spaces. These trends solidify the nation's status as the leading European market for private electric scooter ownership.
