E-Scooter Laws in Germany 2026: ABE, 20 km/h Limit, Insurance
Short answer: In Germany an e-scooter is road-legal only if it holds an ABE (Allgemeine Betriebserlaubnis) under StVZO / eKFV and is limited to 20 km/h. The SUNNIGOO N5 is the ABE-certified 20 km/h model; the N8 carries CE EN 17128 certification and can be set to the 20 km/h limit required by eKFV. Models without ABE are not approved for use on German public roads.

Is an e-scooter legal in Germany?
Yes — but only if the scooter meets the eKFV (Elektrokleinstfahrzeuge-Verordnung) definition: a maximum design speed of 20 km/h, an ABE or an individual operating permit, a valid insurance sticker, and lighting and brakes compliant with StVZO. Riding a scooter without these on public roads is a traffic offence.
What speed limit applies to e-scooters in Germany?
The statutory limit is 20 km/h for e-scooters (eKFV). Anything faster — for example a 25 km/h or 45 km/h setting — is not covered by the eKFV category and cannot be used on public roads or cycle paths.
Do I need insurance and a licence?
You need a valid insurance sticker (Versicherungskennzeichen), renewed yearly. You do not need a driving licence. The minimum age is 14. Helmets are not legally required but are strongly recommended.

Where can I ride, and where can I not?
- Allowed: cycle paths, cycle lanes, and where no cycle infrastructure exists, the roadway.
- Not allowed: pavements and pedestrian zones, one-way streets against the direction of travel (unless signed otherwise), motorways and federal highways.
- Riding side by side, and carrying passengers, is not permitted.
